Frisk had 20 HP for a long time. This was to compare it with the HP you have at LV 1 in Undertale. They originally had 8 ATK, costed 30G and only had their current Dust effect, but to your hand instead of deck. Beta 1.7 changed that by halving their ATK to 4, dropped their cost to 25 and changed their ability to Frisk's other ability, invincibility for you. Beta 3.2 dropped their cost further to 20G.
It was in Beta 5.7 where Frisk obtained their current Dust effect, returning to your deck, while also keeping the other ability they still have to this day. This was done as just making the player invincible seemed lacklustre compared to the other DT cards, as Frisk could easily be destroyed with cards like Asgore. Their ATK was halfed again to a mere 2, but was quickly brought to 3 in Beta 5.8, because Muffet's Pet was a big counter.
Beta 10.1 brought changes to Frisk. They now only cost 13G, but their HP dropped for the first time, and all the way to 3, leaving them with a base 3/3. However, they gained a Magic effect which would add +3 HP to them for every monster on the board. This includes those of the enemy, which could lead to a maximum of 24 HP. Beta 13.1 increased their cost to 14G.
